Martina Bavec<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Financiranje:<\/strong> 160.000 EUR (50% ARRS in 50% MKGP)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Povzetek vsebine projekta <\/strong>(iz prijave)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ekolo\u0161ko kmetijstvo (EK) je trajnostna oblika kmetijstva, ki praviloma gospodari v zaokro\u017eenem krogotoku in je primer\/model kro\u017enega gospodarstva ter ima jasna pravila enotno definirana v EU zakonodaji z uredbama <strong>2018\/848<\/strong> (osnovna) <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/SL\/TXT\/PDF\/?uri=CELEX:32018R0848&amp;from=HR\">Uredba (EU) 2018\/ Evropskega parlamenta in Sveta z dne 30. maja 2018 o ekolo\u0161ki pridelavi in ozna\u010devanju ekolo\u0161kih proizvodov in razveljavitvi Uredbe Sveta (ES) \u0161t. 834\/2007 (europa.eu)<\/a> in ve\u010d izvedbenimi \u2013 med ostalimi <strong>2021\/1165<\/strong> <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/SL\/TXT\/PDF\/?uri=CELEX:32021R1165\">Publications Office (europa.eu)<\/a>, ki ureja podro\u010dje inputov za EK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EK (pridelava, \u017eivinoreja, akvakultura,\u2026 in predelava \u017eivil) je med vsemi pridelovalnimi sistemi najbolj omejena glede uporabe sredstev iz dokupa izven kmetijskega gospodarstva. Prav tako so omejeni predelovalni postopki na take, ki bistveno ne spremenijo narave osnovne ekolo\u0161ko pridelane surovine in tudi pri uporabi aditivov in drugih pomo\u017enih predelovalnih sredstvih so v \u017eivilsko predelovalni industriji zelo omejeni. EK sistem, ki prispeva k vklju\u010devanju zahtev glede varstva okolja v skupno kmetijsko politiko in spodbuja trajnostno kmetijsko pridelavo ter neposredno prispeva tudi k doseganju ciljev okoljske politike EU. \u0160e poseben pomen pa je pridobilo na podlagi na\u010drtov strategije \u201dFrom Field to Fork\u201d, kjer je zapisan cilj dose\u010di do leta 2030 najmanj 25% kmetijskih obdelovalnih povr\u0161in pod EK. Poznavanje in razpolo\u017eljivost primernih sredstev za EK lahko omogo\u010di razvoj tudi bolj zahtevnih kmetijskih panog v rastlinski pridelavi in reji \u017eivali ter tudi predelavo, kjer je potrebno izbrati npr. tudi primerna \u010distila, embala\u017eo,\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V okviru projekta bo izvedenih ve\u010d analiz stanja na podro\u010dju ravnanja in informiranja o sprejemljivih &nbsp;inputih za ekolo\u0161ko kmetijstvo v tujini in situaciji v Sloveniji. Pregledani bodo rezultate projektov, ki potekajo oz. so nedavno potekali na to tematiko v tujini in se po potrebi povezali z njihovimi izvajalci ter organizacijami, ki izvajajo presoje primernosti sredstev. Z anketo\/Intervjuji med reprezentativno skupino izvajalcev EK zahtevnej\u0161ih panog bomo prou\u010dili uporabo sredstev in potrebe v ekolo\u0161ki rastlinski pridelavi, reji \u017eivali in v \u017eivilsko predelovalni industriji. Za v Sloveniji manjkajo\u010de inpute bodo predlagane alternativne re\u0161itve problema. Na podlagi dosedanjih izku\u0161enj, analize na\u010dinov dela in organiziranja v drugih dr\u017eavah, interesa ponudnikov\/distributerjev v Sloveniji, bomo v sodelovanju z naro\u010dnikom in kompetentnimi strokovnimi delavci MKGP in UVHVR izdelali predlog\/koncept za vzpostavitev sistema &#8211; modela za presojo primernosti sredstev za ekolo\u0161ko kmetovanje v Sloveniji, ki bo aktivno delujo\u010d po zaklju\u010dku tega predlaganega projekta. Predhodno bo prou\u010denih ve\u010d alternativ in za smiselne\/izbrane alternative iz nabora in morebitne druge, ki se bodo pojavile na podlagi dela na projektu, izdelana SWOT analiza ter Izbran optimalni predlog\/koncept modela, ki bo vzdr\u017een na dolgi rok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proizvajalci\/distributerji bodo povabljeni za posredovanje ponudbe in v sodelovanju z eksperti za razli\u010dna podro\u010dja izvedene presoje ter pripravljen prvi seznam, ki bo podlaga za oblikovanje baze inputov za EK. Izdelana bo ra\u010dunalni\u0161ka aplikacija z brskalnikom v uporabniku prijaznem spletnem okolju za iskanje inputov s komercialnimi imeni po razli\u010dnih skupinah, aktivnih snoveh, proizvajalcih, distributerjih in za razli\u010dne namene. Izdana bo E-publikacija za uporabnike, ki niso ve\u0161\u010di spletnih brskalnikov z mo\u017enostjo tiska v nadaljevanju. V drugi polovici izvajanja projekta bo potekala intenzivna diseminacija \u2013 informiranje razli\u010dnih javnosti o projektu in rezultatih.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dostopnost informacij o inputih za ekolo\u0161ko kmetijstvo bo omogo\u010dila la\u017ejo odlo\u010ditev za preusmeritev novim kmetijam iz konvencionalnega v ekolo\u0161ko kmetijstvo ter tako v praksi prispevala doseganju nacionalnih in EU ciljev za razvoj EK. Ob uporabi preverjenih inputov bodo pridelovalci, predelovalci, kontrolne organizacije in tudi potro\u0161niki imeli zagotovilo, da so upo\u0161tevani principi in pravila ekolo\u0161kega kmetijstva tudi v praksi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em><u>Cilji <\/u><\/em><\/strong><strong><em>predlaganega projekta so varovati integriteto ekolo\u0161kega kmetijstva, da so upo\u0161tevani principi ekolo\u0161kega kmetijstva tudi ob uporabi izbranih inputov za izvajalce EK in druge porabnike inputov in da v Sloveniji proizvajalci, distributerji in ponudniki inputov ponujajo samo preverjene izdelke za EK.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Summary<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organic agriculture (OA) is a sustainable form of agriculture and is an example \/ model of a circular economy. Clear rules are uniformly defined in the European Union (EU) in legislation 2018\/848 and 2021\/1165.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OA is the most limited of all production systems in terms of the use of extra-farm inputs. Processing processes are also limited to those that do not significantly change the nature of the basic organically produced raw material, and they are very limited in the in use of additives and other processing aids. The OA is a system that contributes to the integration of environmental protection requirements into the common agricultural policy and promotes sustainable agricultural production, as well as directly contributing to the achievement of the European Union&#8217;s environmental policy objectives. It has gained special importance based on the &#8220;From Field to Fork&#8221; strategy, which sets the goal of achieving at least 25% of agricultural arable land under OA by 2030. Knowledge and availability of suitable inputs for the OA can enable the development of more demanding agricultural industries in organic production and animal husbandry as well as processing, where it is necessary to choose e.g. also suitable cleaners, packaging,\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within the project, several analyses of the situation in the field of management and information on variable inputs for organic farming abroad and the situation in Slovenia will be carried out. We will review the results of ongoing projects recently held on this topic abroad and communicate with their contractors and organizations carrying out asset suitability assessments, as appropriate. With a survey \/ interviews among a representative group of OA operators in more demanding industries, we will examine the use of inputs and needs in organic crop production, animal husbandry and the food processing industry. Alternative solutions will be proposed for the missing inputs in Slovenia. Based on previous experience, analysis of methods of work and organization in other countries, interest of providers \/ distributors in Slovenia, in cooperation with the competent experts MAFF and Food safety agency (UVHVVR) will be developed a proposal \/ concept for establishing a system &#8211; a model for assessing inputs and their suitability for OA in Slovenia, which will be active after the completion of this proposed project. Previously, several alternatives will be studied, and for meaningful \/ selected alternatives from the set, and possible others that will appear based on project work, SWOT analysis will be performed and the optimal proposal \/ concept of the model selected that will be sustainable in the long run.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Producers \/ distributors will be invited to submit their inputs for OA and in cooperation with experts in various fields of assessment and the first draft of list will be prepared, which will be the basis for creating a database of inputs for OA. A computer application with a browser will be developed in a<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">user-friendly web environment for searching inputs with commercial names by different groups, active substances, manufacturers, distributors and for different purposes. An E-publication will be issued for users who are not skilled in web browsers with the possibility of printing it later. In the second half of the project implementation, intensive dissemination will take place. The availability of information on inputs for organic farming will facilitate the decision to switch to new farms from conventional to organic farming, thus contributing in practice to the achievement of national and EU OA development goals.
